Deer feed in Virginia.

Virginia has close to a million deer and the most predictable rut in the country. It also has the strictest feeding rulebook in whitetail country: no feeding anywhere in the state from September 1 through the first Saturday in January, and no feeding at all in more than 40 counties. A Virginia program isn't built around the rut. It's built around the window the law leaves open — and run right, that window is enough.

The rut is the most predictable thing in Virginia

DWR's breeding data puts peak conception right around November 16, year after year — photoperiod sets it, so it doesn't drift. The biologists' rule of thumb is a little earlier as you move east toward Tidewater and a little later as you move west into the mountains, but the swing is small by Southern standards. A second, smaller wave comes in early-to-mid December as unbred does recycle. Archery opens the first Saturday of October, firearms run from mid-November, and the whole season closes the first Saturday in January.

That closing date matters more here than in any other state on this site, because it isn't just the end of hunting. It's the day feeding becomes legal again.

The Virginia calendar runs on the law, not just the rut

  • Early January–August: the entire feeding program lives here, in the counties where feeding is legal. Start with high-fat recovery feed the week the season closes — post-rut bucks need it most right then — and shift to Grip Grower with Grip Grub in the ground as sheds drop and antlers start over.
  • By September 1: everything comes out — feed, salt, and mineral alike, because the regulation names all three. A site legally stays "baited" for ten days after the last of it is gone, so pulling it in late August is the honest play.
  • September–early January: food plots and normal agricultural plantings carry the fall. They're exempt everywhere in Virginia, year-round, including the ban counties.

The full month-by-month table is in the deer feeding calendar — pick Virginia to see it laid out.

The law flips the leverage window

In most states we'd tell you the weeks after the rut are the highest-leverage feeding of the year. In Virginia, most of that stretch sits inside the closed window — so the leverage moves to the edges. The first edge is late summer: a buck that walks into September carrying fat is a buck who can afford the rut, and August is the last month you can legally help him. The second edge is the day after the season closes in January, when two months of hard winter are still ahead and the feeder can finally go back out. Hit both edges and the closed months take care of themselves.

The middle belongs to plots and mast. Virginia falls run on acorns — DWR publishes an acorn report every year because a heavy mast year visibly changes how deer move, and a poor one pushes them to whatever groceries are left standing. A clover or brassica plot is the one food source you're allowed to put in front of Virginia deer in November, which makes plot ground the most valuable feeding real estate in the state.

One more Virginia reality: hemorrhagic disease cycles through the Tidewater and Piedmont in late-summer outbreak years, and CWD has been spreading from the northern Shenandoah Valley since 2009. The disease picture is exactly why the feeding rules are shaped the way they are, and why the county list keeps growing.

Can you bait deer in Virginia?

Regulations verified against state wildlife agencies & statute · always confirm current rules locally

No — and it's the clearest no in whitetail country. Hunting over bait, or even knowingly sitting a baited spot, is illegal everywhere in Virginia under Code § 29.1-521. Separate from hunting, feeding deer at all is illegal statewide from September 1 through the first Saturday in January under 4VAC15-40-285, and the rule is written broadly: corn, pelleted feed, fruit, salt, and mineral all count. In any county within 25 miles of a confirmed CWD detection — currently more than 40 counties, covering most of northern Virginia, the Shenandoah Valley, and the southwest — feeding is banned year-round.

What stays legal is just as clear: bona fide food plots, agricultural plantings, and livestock operations are exempt everywhere, all year. Cities and towns can layer their own feeding ordinances on top, and the ban-county list grows as new CWD detections come in, so check the Virginia Department of Wildlife Resources feeding page for the current map before you feed. When is the rut in Virginia?

Mid-November, and it barely moves. Virginia DWR's breeding data puts peak conception right around November 16, running a touch earlier toward the coast and a touch later in the mountains. A second, smaller wave follows in early-to-mid December as unbred does recycle. It's one of the most predictable ruts in the country.

What should I feed deer in Virginia?

Where feeding is legal, the whole program runs from the day after the season closes in early January through August 31: high-fat feed for post-rut recovery, then high-protein feed and a mineral site through spring and summer. Everything — feed, minerals, salt — has to be out of the woods by September 1 statewide, and in the counties under Virginia's year-round ban it can't go out at all. From September through the season, food plots do the work. They're legal everywhere, all year.

Is it legal to bait deer in Virginia?

No. Hunting over bait is illegal everywhere in Virginia under Code § 29.1-521, and feeding deer is illegal statewide from September 1 through the first Saturday in January under 4VAC15-40-285 — the rule covers corn, pellets, salt, and minerals alike. In the counties within 25 miles of a CWD detection, currently more than 40 of them, feeding is banned year-round. Food plots and normal agricultural plantings are exempt everywhere. Verify the current rules and county list with Virginia DWR before you feed.
